Κάθε ενδιαφερόμενος, ο οποίος έχει ή είχε συμφέρον να του ανατεθεί συγκεκριμένη σύμβαση, δύναται [εντός προθεσμίας πέντε (5) ημερών, αφότου η Ε.Δ.Α. Αττικής γνωστοποίησε σύμφωνα με τους όρους της προκήρυξης, την απόφασή της για οποιαδήποτε φάση του διαγωνισμού] να ασκήσει ένσταση ενώπιον της Ε.Δ.Α. Αττικής. Επί των ενστάσεων αποφαίνεται το όργανο της Εταιρείας τού αμέσως ανωτέρου επιπέδου από εκείνο που έλαβε την απόφαση, επί της οποίας υπάρχει η ένσταση. Η Ε.Δ.Α.
